You can customize the voucher PDF design by following the below path:

Login to the system & Click on left side menu >> Click on ""General"" 

Click on ""Voucher PDF Design"" tab. You can upload the template or upload header/footer HTML/images along with the footer content & Click on ""Save"" button.
